SCHOLARSHIPS BY VARIOUS FOREIGN GOVERNMENTS
MINISTRY OF HUMAN RESOURCE DEVELOPMENT, DEPARTMENT OF EDUCATION, External Scholarships Division,Es-3 Section,A.1/W.3 Curzon Road Barracks ,K.G.Marg,New Delhi 110001, administers only those scholarships/ fellowships which are being offered by the foreign countries under Cultural Exchange Programmes and other Programmes.The subject fields are generally chosen for those subject fields, facilities for which fields are generally chosen for those subject fields, facilities for which are available I the donor country and also keeping in view the national needs.
 On receipt of the offer of scholarships/fellowships from the donor country , the same is advertised in Employment news/Rozgar Samachar, other leading newspapers and through circulars to States/UTs, Universities etc. giving all the details regarding amount of scholarship, age limit, educational qualification, experience etc.Application format is also published in the advertisement. No application form is supplied by the Ministry. The advertisement are published at different times for different schemes according to the time notified by the donor countries. However, tentative months, during which advertisements were published on the basis of offers received from foreign countries on the previous occasions, are indicated for convenience. Further dates will depend on offers when received. These advertisements are published by the D.A.V.P. and desiring candidates should submit their applications by the last date indicated in the advertisement. Offers are open to both employed and unemployed candidates.
The scholarships/fellowships are awarded on merit on all India bases. The selection is made through a Selection Committee constituted of subject experts. Most of the scholarships are for doctoral and post-doctoral studies. Scholarships are also available at post –graduate level for language study, Fine Arts and some other subjects as being notified in each advertisement. All the details regarding scholarships would be available in the advertisement. All the details regarding scholarships would be available in the advertisement and the advertisement should be read carefully before submitting the application to this Ministry. Incomplete applications and applications for subjects other than what has been notified are not considered. Decision regarding award of scholarships rests finally with the donor countries. No scholarship is available to study at under-graduate level except language study.
Applications of candidates, who are residing abroad, are not considered. Candidates who have been abroad for study/specialization/training either on scholarship or in their own for a period exceeding six months are eligible to apply only if they have been in India for at least two years after their return from abroad on a specified date.
 Candidates should have adequate knowledge about India and the country for which application for scholarship is being submitted.

 on or before the last date as mentioned in the respective notification.
 The number and subjects of scholarships vary year to year, depending upon the choice of the respective countries.
 General Important conditions for Grant of Scholarship:
 1. A candidate may apply for only one subject of his/her choice
2. The final selection of candidates rests with the donor Government concerned.
 3. Mere fulfillment of minimum requirements as laid down in the advertisement does not qualify candidates for interview. Interview letters are sent only to a limited number of candidates after their applications are examined by a Committee of experts.
 4. Applications must be accompanied by attested copies of all the certificate regarding age, diplomas, degrees, marks sheets in respect of all the examinations passed along with experience certificate of employment and one copy of recently taken passport size photograph with signature (to be pasted o he applications form.)
5. Equivalent foreign degrees and diplomas are acceptable.
 6. Candidates who have already been abroad for studies/training specialization either on scholarships or no their own, for a period exceeding six months are eligible apply if they have been in India for at least two consecutive years after returning from abroad.
 7. Candidates who are abroad would, if called for interview, have to travel at their own expense. Selected candidates would be required to execute a bond with surety, to return to India immediately on completion of study along with other conditions including stay in India for two years.
8. In caser of candidates qualifying from Universities, Institutions which do not give class or division, requirements in lieu of 1st Class would be60% marks. Where grades are awarded the candidates are required to furnish exact percentage of marks and indicate the conversion formula.
 9. Candidates are expected to have some knowledge of India and of the donor country.
 10 .Candidates who are employed must apply through their employers. Candidates belonging to the all India Services should send their applications through their Cadre Controlling Authority with a “No Objection Certificate”.
 11. While indicating the period of experience and stay abroad, candidates should mention the specific dates.
 12. As these scholarships are offered by Foreign Governments, the applications should be submitted in English only.
 13. Applications in subject-fields other than those specified in the advertisement are not considered.
 14. Candidates who do not possess the essential qualifications need not apply
15 Candidates must furnish a clear and or as specified for various Scholarships preciseprogramof study/research (minimum 300 words or any number of words specified for various scholarships) justifying that their study/research can be carried out in the country offering Scholarship. Candidates are advised to describe their research proposals carefully as these would a primary condition in selection
16 incomplete applications and applications received late after the stipulated date are not considered and no correspondence is entertained.
17. Documents submitted along with the application are not returned hence, candidates are advised to send attested copies of the certificates.

19 The decision of the Selection Committee is Final. No representation in this regard is entertained.
20. Studies in Egyptian Universities are in Arabic language.
