There are only few Universities offering Engineering Distance Education(Distance BTech) in India. IGNOU was one the top university which offering engineering degree through distance education, but last year IGNOU has stopped that course.
Andhra University is offering four year BTech and BE courses through distance education program. Below mentioned are the course fees and eligibility for the admission for the course

These courses are run with the course curriculum approved by the statutory bodies of the University, i.e, Board of Studies in the respective branch, Executive Council and Academic Senate. Moreover, these are
run under the supervision of the principal, chairman of the respective Boards of studies and concerned heads of the departments of the college of engineering Andhra University to improve the quality of the program. It is, further, to mention that BE/B.TEch students of the Andhra University under distance mode are eligible to seek admission in to ME/M.Tech courses of Andhra university in their respective branches as
